PNRR and Water Management: 90% Report Monitoring Issues – Spotlight on Accadueo 2025

The international trade fair Accadueo, dedicated to water services, is scheduled from 7th to 9th October 2025 at BolognaFiere (Bologna, Italy).

According to an analysis by the Centro Studi Enti Locali, 87% of those implementing PNRR projects in the water sector complain that monitoring and reporting procedures are too complex. This figure emerges from research commissioned by BFWE (BolognaFiere Water&Energy) in view of Accadueo 2025.

“PNRR funds represent a very important lever for the water sector, so much so that more than 6 out of 10 projects are expected to be completed within the next three years, and 57% had already been planned before the funds became available. The opportunity for dialogue and exchange that Accadueo offers to all operators in the supply chain, with over 100 companies already confirmed, will be essential for creating future tenders that are increasingly clear and efficient,” has stated Paolo Angelini, Managing Director of BolognaFiere Water&Energy.

The study involved around 50 entities engaged in implementing water projects financed by the PNRR. Of these, one in three also reported difficulties in obtaining information and engaging with central administrations. Yet, more than 40% consider these projects essential for the territory, even though without European funds, only 15% would have been able to carry them out independently. Accadueo will therefore be a strategic opportunity to delve into these issues and present new research on the most effective management models in water management, the result of the renewed collaboration between BFWE and the Centro Studi Enti Locali.

“Over the years, the implementers of PNRR projects have repeatedly complained about the lack of flexibility in the reporting process. Our research aims to identify the most effective management models in water resource management and how those facing the greatest challenges are adapting to address the issues encountered. For example, in the spring of 2023, the Operating Manuals for data entry were still missing from several ministries, and frequent criticalities were reported in the authentication phase of responsible officials. The system was often updated/modified to correct errors, but this often-disoriented operators. Another major issue for smaller entities has been delays in payments to implementing bodies, especially in the initial advances. This issue has been partially but not entirely resolved through regulatory interventions,” has added Nicola Tonveronachi, Managing Director of Centro Studi Enti Locali.

The 2025 edition, following the success of the 2023 Bologna event with over 400 exhibitors and 8,000 trade visitors, will also feature conferences, workshops, and exhibition spaces dedicated to sustainability, innovation, digital transition and European regulations.
